David E. "Butch" Barry, Jr., President

Photo of Butch Barry Butch has been President of Complete Building Services since 2003, and recently celebrated twenty years of service as a member of The Donohoe Companies, Inc.

Butch first started at Donohoe in 1986 as a cost accountant for the construction division while attending the University of Maryland. After college, Butch moved to construction operations where he was Project Manager of several large construction projects.

Butch transitioned from the Donohoe Companies in 1990 to work for a local CPA firm that specialized in construction accounting and litigation support. He then was recruited by the World Bank as a Project Financial Management Specialist to manage contract change orders and close-out the construction on the bank’s $314 Million headquarters project.

In 1994, Butch returned to the Donohoe Companies as VP of Operations for Complete Building Services (CBS). He later served as VP of Finance and Administration and Executive Vice President before becoming President in 2003.

Butch is a graduate of the University of Maryland, earned his CPA designation in the state of Maryland in 1989, and is a Certified Energy Manager.

 

Dave Jester, Executive Vice President

Photo of Dave Jester Dave has over thirty years of in-depth knowledge and hands-on experience in facilities management, building operations and administration. His contracts range from operating and maintaining large institutional and commercial office building complexes (e.g., the National Academy of Sciences and Fannie Mae) to data centers, retail, condominiums and warehouse properties. He has provided clients with services ranging from reducing mission-critical systems breakdowns, optimizing energy efficiency, project design review, improving physical plant operations, managing capital improvement projects, creating preventive maintenance programs, labor and manpower analysis, development of company policy and procedures and implementation of building and facilities standards.

Dave attended the Eau Claire Technical Institute for Refrigeration and Air Conditioning and has completed Management coursework at the University of Wisconsin and Montgomery College. He has developed and taught numerous in-house training programs for building and facilities staff. He is a member of the National Association of Power Engineers, Air Conditioning Contractors of America and the Apartment and Office Building Association.

 

John Pawulak, Senior Vice President

Photo of John Pawulak John joined Complete Building Services as Senior Vice President in 2000. His duties include business development, facility and project management, project start-up, contract management, contract negotiation and customer relations.

Before joining CBS, John served 23 years in the United States Army Corps of Engineers, and was Facility Manager for the Defense Intelligence Agency in Washington, DC. After his military career, he worked for a contractor as Project Manager for the US Embassy in Moscow, General Manager in charge of Operations and Maintenance of four US Army Hospitals in Germany, Project Manager for the US Navy Installation in Souda Bay, Crete, and Project Manager for the National Imagery and Mapping Agency in Washington, DC.

As Senior Vice President with CBS, John is in charge of Federal facility operations including the National Conservation Training Center, the Navy Research Laboratory, research laboratories and the hospital at the National Institutes of Health, the headquarters and research facilities of the Howard Hughes Medical Institute, and research facilities for the Food and Drug Administration, as well as contracts with the Washington Suburban Sanitary Commission, the Smithsonian Institution, and the Architect of the Capital, supporting the facilities of the United States Congress.

John earned his Bachelor of Science degree from the University of Maryland at College Park and is a retired Lieutenant Colonel with the United States Army. He is a member of the Society of American Military Engineers, International Facility Management Association (IFMA), the Association of Energy Engineers (AEE), and Co-Founder of Adults with Williams Syndrome in the Washington, DC area. John currently serves as the Facilities Management Industry representative for the Department of State Overseas Building Office Industry Advisory Panel.

 

Terry Oakley, Senior Vice President

Photo of Terry Oakley Terry joined Complete Building Services in August of 2004. His current responsibilities include management of the MEP Service Division, including mechanical, electrical and plumbing, installation, contract, and 24/7/365 emergency services throughout the metropolitan Washington, DC area.

Terry attended the Northeast Technical Institute of Industrial Technology with studies in Electrical Technologies and the University of Maryland’s University College. He is an active member of Air Conditioning Contractors of America (ACCA).

 

Paul Harris, Vice President

Photo of Paul Harris Paul joined Complete Building Services as a Project Manager in 1986. His experience includes working with the Johnson Controls Company in the HVAC/Controls Field designing and engineering pneumatic, electric and electronic control systems ranging for small commercial, large commercial and industrial systems. Mr. Harris has an extensive background in the building automation field including installation, project management, estimating, programming, design and value engineering.

Paul is a member of the Association of Energy Engineers and the National Capital Hospital Engineering Society, and is a Certified Energy Manager.
